American Canyon Residential Development Project

American Canyon, California

Client: Undisclosed Private Residential Developer

Biological Studies, Permitting, and Biological Compliance

Sunset was retained to lead the regulatory permitting effort for a private residential 455-unit development project in American Canyon that proposed work within 1.6 acres of wetlands. Sunset’s scope spans engagement with State and Federal agencies, and preparation of a full suite of federal, state, and local permit applications, including a USACE Clean Water Act Section 404 Individual Permit with a CWA 404(b)(1) alternatives analysis, a joint USFWS/NMFS Section 7 Biological Assessment, a CDFW Streambed Alteration Agreement, and a Regional Water Quality Control Board Clean Water Act Section 401 Certification. Sunset prepared a Biological Resources Assessment report, a Wetland Delineation Report and managed Focused-level Rare Plants Species Surveys, and the preparation of a Federal Biological Assessment for California red-legged frog, callippe silverspot butterfly, and northwestern pond turtle. Sunset also prepared the biological sections of the CEQA document. Sunset streamlined the permit application process across overlapping agency requirements wherever possible to reduce redundant technical work and cost. This broad, multi-agency permitting effort reflects Sunset’s ability to manage complex, high-coordination regulatory pathways for responsible large scale residential development.
